Singapore has its rules, cane is only to be applied to hand (wrong in my view) and buttocks. This was clearly an out of control punishment by an angry person. Furthermore the school appears to be a non-cp school, so was in violition of its own rules. The parents are right to be angry.

This is not good.
Not only should a cane only be administered to the 'place appointed', the nature of these weals implies that the child was assaulted in an uncontrolled manner.
That isn't correction; it is force-majeur.

Not sure if I would go that far but this is apparently outside of regulations.
Probably the welts are there because they are not used to using a cane.
