We don't allow handcuffs on kids here. Social workers are to be called to assist the officer. To restrain from flight, he can be put him into the back seat, from which he cannot escape. If a restraint is justified, the hands are in the front with plastic ties.

This officer appears to be competent and otherwise handling them well. He must be following local policy. He's not rough. I've seen a five year old handcuffed in Florida at school, which was horrible.

But this kid's off the rail. Too bad his friend didn't rub off on him. I hope he got the help he needed. If he's breaking a window the second time, that help isn't likely at home.
