We don't allow handcuffs on kids here. Social workers are to be called to assist the officer. To restrain from flight, he can be put him into the back seat, from which he cannot escape. If a restraint is justified, the hands are in the front with plastic ties.

This officer appears to be competent and otherwise handling them well. He must be following local policy. He's not rough. I've seen a five year old handcuffed in Florida at school, which was horrible.

But this kid's off the rail. Too bad his friend didn't rub off on him. I hope he got the help he needed. If he's breaking a window the second time, that help isn't likely at home.

In Canada children under 12 years old can not be charged or arrested. Also juveniles can not be identified under the age of 19. If children commit a crime under age of twelve CPS is called to deal with the matter. I think the video takes place some place in the States.

It's peculiar that this video is so clear and close up. It's almost like it's evidence. Could it be coming from the body cams worn by officers? Maybe the partner is filming. It's definitely the US. State to State varies. I can't read the patch, but it's a city.

I have been skeptical of cameras catching so much for this reason. If this were my locale, everything is wrong. I think this is a hack or unauthorized release of evidence tape. They might not even know it's out there. Makes me glad our police don't have these devices. I sure feel for that kid. I can't place the cop's accent. I'm really interested, in which state this occurred.

Kid's dumb not giving up everything to start with. Having stuff in his sleeve might have been a weapon, which makes cops uneasy. One wrong move and bullets start whizzing. The cop was probably backing up from him then. Bet this tape ended, so a thorough search took place. The other boy will show up, if he's involved. He said they had footage of vandals. I wouldn't want ours with him, if he witnessed it. If he wasn't a participant, he should come home and let me know. Probably not the boy thing to do. But that's my take.

Found it. Southern California. Likely Los Angeles. I thought it would be a deep South state or Texas, but the accent was wrong. They're forward thinkers. I'm convinced this is police tape. Hope his goofy parents aren't responsible. They can have a copy.

I believe this is a clip from the reality tv show Cops that airs in the U.S. I remember watching it on FOX a few years ago. If I am not mistaken, the person who gets arrested or shown on the show has to sign a form so their face can be shown otherwise their faces are blurred.

Yes, this is a clip from an episode of Cops. It is a popular reality TV show, where they follow police officers around and show clips. It is a national TV show.
This is in Las Vegas, Nevada. I watch this show and enjoy it. I am certain his parents had to have given permission, or else his face would be blurred. I have seen that a couple times on the show, even with adults.

It's a clip from the Television show COPS. It has been circulating around for a while now. My guess is the parents signed the consent to have the face shown. Also just like the opening theme says. "All Suspects are Innocent until Proven guilty in a court of law"
