Many definitely require that, some private schools simply use the paddle as the main disciplinary regime.

A common approach too.
But in America there are still quite a few elementary schools that paddle. Definitely never a thing over here.

had no idea, but ya know, the south is always behind and MO is a mess. So not THAT surprised. No one looks at the south to lead lol.

Some advanced places can still support this though, like parts of South Korea; today young scientists in America are being told to learn Korean and move to Korea as we speak. Of course, I have heard things are changing fast there too.

My understanding is that corporal punishment in schools is illegal in Japan but they do it anyway.

I am really late on this but I think it looks fine. It isn't even that red. It is clear to me this kid isn't really spanked at home if she thinks that is abusive.

It sounds like this picture was taken a while after the spanking or else it probably would have been much redder. There is some mild bruising but nothing that won't go away in a few days.
