I think it's a natural reaction of the affected people to be upset with the decision.

When I was 17 my little 13 years old brother died after a car ran over him. The driver was age 19, way too fast and very drunk.
It's common in Germany to sentence people between 18 and 21 as juvenils if their actions show a lack of maturity so they send the driver to youth court. He lost his driver licence, had to do community service and got a 18 months suspended sentence. First the ruling don't seemed fair. He killed my brother, I wanted to kill him. At least he had to be send to jail. I needed time to understand that - related to circumstances - the ruling was right and strict enough.
